Application Process

Follow the 3-stage process to generate ITMOs under the Singapore-Peru Implementation Agreement, from submitting a Note of Intent to obtaining ITMO Issuance Authorisation.

There are 3 stages to generate Internationally Transferrable Mitigation Outcomes (ITMOs) under the Singapore-Peru Implementation Agreement (IA).

Stage A – Submission of Proposed Mitigation Activity

The project applicant submits the completed Singapore-Peru Mitigation Activity Note of Intent (in English and Spanish) to the Joint Committee. 

If the Mitigation Activity Note of Intent is accepted, the Joint Committee will forward to the project applicant the Letter of Support (LOS) from Singapore. The letter may specify the conditions that the project applicant should meet in designing the proposed mitigation activity.

If the Mitigation Activity Note of Intent is not accepted, the project applicant will be informed, along with any reasons for the non-acceptance (if relevant).

The LOS will have a validity period of minimally 1 year. After the first year from the date of issuance, Singapore reserves the right to withdraw the LOS and will notify the project applicant of the withdrawal if so.

Documents to be submitted

  • Singapore-Peru Mitigation Activity Note of Intent

  • Certification of Business Incorporate / Registration

  • Notice of Assessment for Corporate Tax

Singapore and Peru may request for the submission of other relevant documents not listed above.

Stage B – Authorisation of Proposed Mitigation Activity

The project applicant submits the completed (i) Singapore-Peru Authorisation Application Form (in English and Spanish); and (ii) Peru’s Registration of a Carbon Market Mitigation Activity under Cooperative Approaches in RENAMI (in English and Spanish) to the Joint Committee.

If the Request for Authorisation is accepted by both countries, the Joint Committee will:

  • Forward to the project applicant the Letters of Authorisation issued by Singapore and Peru respectively

  • Enter the mitigation activity into the database of authorised mitigation activities; and

  • Issue a Joint Statement of Authorisation to the project applicant, and publish it online.

The project applicant may then proceed with the registration of the mitigation activity with the carbon crediting programme specified in the Letters of Authorisation and inform the Joint Committee of the successful registration. The project applicant may then proceed with the implementation of the project.

If the proposed mitigation activity is not authorised, the project applicant will be informed, along with any reasons for the non-acceptance (if relevant).

Documents to be submitted

  • Singapore-Peru Authorisation Application Form

  • Project design document in accordance with requirements of the carbon crediting programme

  • Validation Report in accordance with the requirements of the carbon crediting programme

  • [If Relevant] Offer to the Singapore Government for purchase of ITMOs authorised under this Implementation Agreement arising from this mitigation activity

  • Application form for the registration of a carbon market activity under cooperative approaches in RENAMI, accordance with the provisions for the operation of RENAMI, approved by Executive Order N° 010-2024-MINAM, or the equivalent regulation. The following documents 1 should accompany the application form:

    • A copy of the administrative order authorizing the commencement of operations or activities for the implementation of the mitigation activity, if any.

    • A copy of the Environmental Management Instrument for the project or activity corresponding to the mitigation activity and the administrative order approving it, if applicable.

    • A copy of the signed minutes of the communal assembly or assemblies held with the required quorum, in accordance with their bylaws and applicable law, recording agreement on the design, implementation, and monitoring of the mitigation activity, including the participation of third parties and their roles, in the case of mitigation activities to be implemented, according to their DDMM, in the territories of campesino or native communities.

  • For the registration of a carbon market mitigation activity under cooperative approaches that implements REDD+ actions, in addition to the required documents listed in item 5 hereof, the following documents must be included:

    • A copy of the SUNARP (National Superintendence of Public Registries, in English) registration card as proof of right in rem over the area where the mitigation activity is to be implemented. If the interested party does not possess this document, an alternative document demonstrating proof of the said right may be submitted instead. Native and campesino communities may demonstrate their rights over lands designated as suitable for forestry or protected areas by submitting a copy of the resolution that grants them land-use rights. Native or campesino communities involved in land titling processes must provide a copy of the titling application submitted to the competent authority, along with the favorable technical and legal opinion issued by the competent authority for the specific area.

    • A copy of the current forest management plan and the administrative order approving it, if applicable.

    • A copy of the documents evidencing compliance with REDD+ safeguards, as outlined in Annex II to the provisions for the operation of RENAMI, approved by Executive Order N° 010-2024-MINAM.

1 The Application form for the registration of a carbon market activity under cooperative approaches in RENAMI requires the submission of “A copy of the DDMM validated by a VVB and of the documentation supporting the calculation of reductions in GHG emissions and increases in GHG removals” and “A copy of the DDMM validation report issued by a VVB”. Please note that they are equivalent to the documents indicated in 2 and 3 respectively.

Singapore and Peru may request for the submission of other relevant documents not listed above.

Stage C – ITMOs Issuance Authorisation

The Project Participant submits the completed (i) Singapore-Peru’s ITMO Issuance Application Form (in English and Spanish); and (ii) Peru’s Registration of “Greenhouse Gas Emission Reduction or Removal Increase Unit” (ERU) Generated by Carbon Market Mitigation Activities Under Cooperative Approaches in RENAMI Form (in English and Spanish) to the Joint Committee.

If the ITMO Issuance Application Form is accepted by both countries, the Joint Committee will forward to the project participant the Letter of Positive Examination issued by Peru.

If the proposed ITMO issuance is not authorised, the project participant will be informed, along with any reasons for the non-acceptance (if relevant)

Documents to be submitted

  • Singapore-Peru ITMO Issuance Application Form

  • Proof of Issuance from Carbon Crediting Programme with Accompanying Verification Report

  • Application form for the registration of Greenhouse gas emission reduction or removal increase unit (ERU) generated by a carbon market mitigation activity under cooperative approaches in RENAMI, approved by Executive Order N° 010-2024-MINAM, or the equivalent regulation. The following documents 2 should accompany the application form as follows:

    • A copy of the monitoring report for the mitigation activity, verified by a VVB, along with supporting documentation for the calculation of GHG emission reductions and GHG removals in accordance with the monitoring plan in the DDMM.

    • Proof of payment of the processing fee. If the payment is made directly at MINAM’s payment counter, the application must include the date and number as they appear on the issued receipt. For payments made via bank, a copy of the bank receipt must be attached to the application as proof of payment.

  • For the registration of ERUs generated by a carbon market mitigation activity under cooperative approaches that implements REDD+ actions, in addition to the required documents listed in item 4 hereof, the following documents must be included:

    • A copy of documents providing proof of compliance with REDD+ safeguards, as outlined in Annex II to the provisions for the operation of RENAMI, approved by Executive Order N° 010-2024-MINAM.
